Oconee & GA House District 113 to Vote June 21, 2011, Politics heating up

Hank Huckaby officially resigned and Governor Nathan Deal issued a call for a special election on June 21, 2011, to fill the House District 113 seat vacancy.

Former North GA Bank President Chuck Williams has announced that he is running. The Oconee Enterprise had the story on Friday night. Chuck will have some baggage from the failure of North GA Bank. However, he has tremendous contacts with friends, relatives and business associates in the County. He has been involved in Chamber, Development Authority and other local activities. His family has been long-time residents of the City of Watkinsville and Chuck served a term on the City Council, being elected at the age of 21, ca 1976. I was City Attorney and remember him well. Chuck is a close friend and supporter of Ag Commissioner Gary Black and will have that important area of support.

There has been media speculation that Oconee BOC Chairman Melvin Davis was considering a run. I did not expect Melvin Davis to run for several reasons:

1. Melvin Davis is 70 years old and has very lucrative retirement income;
.
2. It is not a certainty he would win – he almost lost as chair in 2008;
.
3. Melvin Davis is being installed as the President of the Association County Commissioners of Georgia this spring and will serve for a year. It is a high profile job with media coverage – Melvin likes that and will be reluctant to give it up;

4.Chuck Williams and Melvin are close politically and Chuck’s announcement, to me, confirms that Melvin will not be running.

There had been speculation that Bob Smith might be interested along with former candidates Kirk Shook and Tommy Malcom. It is my understanding that none of the three will run.

A young fellow from the Oglethorpe County area of the District has been contacting folks about possibly running. He has never sought office before.He will have name recognition and networking limitations.

Athens-Clarke daycare owner Katy Arrowood has said she is running. According to the Athens Banner-Herald, Arrowood, a Southeastern Clarke County resident, said she was motivated to run by cuts to the state's lottery-funded pre-kindergarten program. She said she is leaning toward running as an independent, which would require her to gather signatures from 5 percent of registered voters in the district, or about 1,500 people. The Special Election will be non-partisan and she will not need a petition. She will have name recognition and networking limitations.

Oconee County is the big elephant in the room for the 113th District. All of Oconee is in the District and only parts of eastern Clarke, eastern Oglethorpe and eastern Morgan.

Huckaby’s appointment means a special election will be held later this year to fill his seat in the state House, which he took in January……… Oconee County Commission Chairman Melvin Davis confirmed to The Enterprise Thursday that he is "seriously considering" running for the seat. Other potential candidates include former state Rep. Bob Smith, Oglethorpe GOP Chairman Kirk Shook and former Oconee school board member Tommy Malcom. Shook and Malcom lost to Huckaby in last year's Republican primary.

Chuck Williams declares for House seat

Chuck Williams, formerly president of North Georgia Bank in Watkinsville, has announced that he will run for the 113th District House seat left vacant by Hank Huckaby’s appointment as chancellor of the University System of Georgia. . “I am not doing this to scratch some political itch,” Williams said. “I know it sounds like a cliché, but I am doing it to offer my background and skills and contacts and knowledge to the people of the district.” . Williams three weeks ago completed an eight-week transition assignment with BankSouth, which purchased North Georgia Bank after it was closed by the FDIC. He was reassessing career options, including retirement, when the seat came open. . Williams said he is not a political junkie, but he has been involved in the political process since he ran for and was elected to the Watkinsville City Council when he was 21 and still an undergraduate student at the University of Georgia 34 years ago.

He has chaired the Oconee Industrial Development Authority and served as an officer with the Georgia Banking Association. He was recently appointed by Gov. Sonny Perdue to the board of the Georgia Forestry Commission. In the 2010 campaign, he was one of the key workers for Agricultural Commissioner Gary Black. . Williams is the first declared candidate. Oconee County BOC chairman Melvin Davis and Athens businesswoman Katy Arrowood have expressed interest in running……………..

Secretary of State Brian Kemp said he probably will set qualifying dates Monday. At least two candidates, banker Chuck Williams and daycare owner Katy Arrowood, have already stepped up………
